Chair of the Meeting
Mrs. M Skinner (Dep Chair) presided over the meeting due to the unavoidable absence of the Chairman, Mr. A Cawood.
Dog Fouling
The Clerk advised the meeting that he had replaced the Dog Fouling Notices on all the posts etc in the village. The Dog Warden had also supplied yellow spray paint and stencils for marking the footpaths. The meeting decided not to use this paint on this occasion.
Highways Dept
Missing Finger Post Sign
The ‘Goodmanham’ Finger Post Sign at the junction of Londesborough Road/Goodmanham Road, Market Weighton has now been replaced.
Completion of Works By Murphy’s Contractors
Exposed Kerb-stone (Ex Murphy’s Contractors) has been seen by the Highways Engineer and they will arrange a safe replacement.
Kerbing Around the Church Yard Wall opposite Blacksmiths Cottage & Hollyhock Cottage.
The Clerk met with the Highways Engineer on site and explained the situation. He measured out the distance to the end of the Church Yard Wall opposite Jalna and agreed to write to the Clerk prior to this meeting with a cost for the work. An estimate for £2000.00 subsequently arrived. The meeting discussed this matter at length and decided to ask the East Riding Council to carry out the work and to contribute toward the cost as per the estimate.

Goodmanham Conservation Area – the New Appraisal.
Guest Speaker Mr. Malte Klockner (The Author of the Appraisal)
East Riding of Yorkshire Council.
Mr. Klockner elaborated on the Appraisal and answered many questions put by the Meeting.
There would be no major change to the current Conservation Area at this time but matters would be re-considered in about 5 years.
There were several minor procedural issues that Mr. Klockner would look into and report back in due course.
Planning & Compulsory Purchase Act 2004.
A change in the way the Planning Dept communicates and consults with Parish Councils. They are moving toward e-mail and Web site Access.
A feedback form was supplied so that the Council could express their concerns or support for this new methodology.
The meeting discussed the issue and agreed that while communications via web and e-mail were fine it was important that Plans were actually sent to the Council in paper Format. Not all Councilors had Web Access and the meeting felt that it was important that any submitted plans could be discussed in a group meeting to avoid any confusion about facts.
