The minutes of the meeting held on 13th October 2005 had been distributed at the meeting and were taken as read. The following members proposed and seconded that they be accepted as a true record.

Fallen Shrubbery outside Church Farm
Chairman to speak to Landowner. The meeting accepted that recent weeks had been a busy time for local farmers.
Stile On The Footpath Between The Houses On Edwins Garth Leading Down To The Stream
The stile is in a state of disrepair and there has been recent history of a person falling whilst attempting to cross the broken stile. Clerk to contact the relevant person at the Highways Dept.
Fingerpost Sign on the path adjacent to BRETWALDA
The ‘finger’ element of the sign had been removed by a person unknown. Clerk to inform the Highways Dept as above.
LOCAL WORKS – Campaign To End Ghost Town Britain And Promote Sustainable Communities.
This matter had been held over from the previous meeting for further information to be distributed to all the Councillors. This had now been done.
He meeting discussed the matter and decided to pass the following resolution: (which is noted on the following page)
Local Authority Resolution
That Goodmanham Parish Council
(i) expresses its concern at
• the decline of local services and facilities which affects local communities and in particular the elderly and people on the lowest incomes;
• the resulting decline of local jobs and local economies and the resulting extra traffic and pollution caused by the need to travel further
(ii) and notes that this combination of factors increases people's feelings of exclusion and lack of involvement; and so
(iii) supports measures to reverse this process and
(iv) supports the concept of local sustainability as envisaged in the Sustainable Communities Bill, namely;
• the promotion of local economies
• the promotion of local services and facilities
• the protection of the environment
• the reduction of social exclusion and
• measures to increase involvement in the democratic process
(iv) and accordingly resolves to support the Sustainable Communities Bill which
• requires the government to assist councils and communities in promoting local sustainability in ways decided by them; and
• sets up a participative process whereby councils and communities can drive the way in which government uses its power and influence to assist with the promotion of local sustainability; and
• notes that this Bill is therefore fully in accord with current thinking in local government in that it impacts on central authorities and does not impose any new duties on councils but instead enables them to influence how government uses its resources and influence to help councils and communities; and specifically provides that where councils themselves decide to take action to promote local sustainability that they should be given the resources to do so; and so
(v) and further resolves
• to inform the local media of this decision;
• to write to local MPs, asking them to support the Bill; and sign EDM (Early Day Motion) No. 641; and
• to write to Local Works, the Campaign behind the Bill, (at 94 White Lion Street London N1 9PF) expressing its support.

On this topic the following declare an interest and withdrew from the meeting:

The Chairman also explained to the meeting that he also had a very distant link to the project and invited the meeting to consider if he too should withdraw. After some debate the meeting decided that the Chairman should remain in the meeting as there was no direct or pecuniary interest in the project. The Chairman did not subsequently vote on the issue. A quorum of councilors remained eligible to vote on the matter.
The planning application was discussed at length and all the plans were displayed and perused by remaining councilors.
After considerable debate the meeting decided to recommend approval of the plans subject to the following comments:
• That proper consideration should be given to the hours of work of the contractors on site.
• That the storage of materials and vehicles/plant be completely ‘on site’.
• The maintenance of a clean and safe highway in the village, free of mud and building debris.
• The necessity for all contractors private and work vehicles to be parked on site and not on the highway.
• The protection and, if necessary, restoration of footpaths and verges damaged by building work or contractors vehicles or personnel.
• That work is not carried out on a Sunday and that the hours of work on a Saturday are limited to preserve the weekend peace of the village and neighbouring properties.
The Clerk to submit the above comments to the Planning Dept at the East Riding Council.

Topics:
A letter from the Conservative Group at the East riding Council was discussed. In essence the Conservative Group was concerned with the possibility that the local Ambulance Service would be amalgamated into one large Regional Service with consequent detrimental effect upon local services in rural areas. Goodmanham Parish Council decided to support the concern of the Conservative Group as this directly affected Goodmanham Parish. The Clerk to write to the Conservative Group.
