The Parish Meeting
It is important to distinguish the difference between the Annual Parish Meeting and the Parish Council Meeting, as they have a very different composition and purpose.
The Annual Parish Meeting is a statutory meeting that the Parish Council must call in May of each year. Although it is the duty of the Parish Council to call such a meeting it is really a meeting for all the residents of the Parish.
At this meeting, which is chaired by the Chairman of the Parish Council, the residents can debate any matter that they wish or any issue which concerns them. They can decide what they wish to do about any issue or any action they would like to take. They can form committees to take matters forward and, through the Chairman, call further Parish Meetings during the year if they feel that is necessary.
The Parish Meeting does not have a budget therefore it is unable to make decisions that involve the use public funds. They can, however, decide to fund-raise for a specific purpose and, within certain rules, use those funds for the purpose decided upon at the Parish Meeting.
Administrative support for the Annual Parish Meeting is usually (but not necessarily) provided by the Clerk to the Parish Council.
In Goodmanham the Annual Parish Meeting has traditionally been held on the same evening as the Council Meeting, as this allows the Council to consider issues that have been raised at the Parish Meeting.
